We fetch the repo README, root file listing, and common config files, then ask a model to draft a manifest. Set OPENAI_API_KEY on the server; add AI_PROMPT_COST_API_KEY to route calls through AI Prompt Cost for spend tracking. Optional: GITHUB_TOKEN for higher GitHub rate limits.
